What is MOCRA?

The Modernization of Cosmetics Regulation Act (MOCRA) is the most significant update to U.S. cosmetic regulations in more than 80 years. Introduced by the U.S. Food and Drug Administration (FDA), MOCRA establishes new requirements for cosmetic manufacturers, including facility registration, product listing, safety substantiation, record keeping, and adverse event reporting.

These regulations are designed to improve product safety, increase transparency, and strengthen consumer confidence in cosmetic products.
